| The International Conference on Atmospheric Electricity (ICAE) is one of the most important scientific events that provide the opportunity, every four years, to present the newest results and to discuss scientific questions relevant to atmospheric electricity in a free and friendly atmosphere. This international conference is organized by the International Commission on Atmospheric Electricity. The 13th ICAE will be held in Beijing, an international metropolis owing many historic monuments and traditional cultures, on August 13-17, 2007. As the local organizer of the coming Conference, I would like to express my sincere appreciations to all the members of the International Commission on Atmospheric Electricity for organizing the scientific Sessions and revision the contributions. Special warm thanks are given to the members of the Local Organizing Committee and to all my colleagues involved in the Conference organization for their efforts to ensure a successful Conference. I am sure that all the participants, guests and accompanying persons, coming from countries with different cultures and languages, will enjoy themselves with different fields of culture in the City of Beijing.
